The Government in the Game of Agricultural Industrialization:Lead or Mislead?

In the economic transitional period,it is an important problem whether the adjustment of agricultural structure and agricultural industrialization should be implemented mainly through the guide of the government or through the independent actions of peasants.Some learners argue that the government must play a positive role to help peasants through guiding,which is also a popular thinking in the policy practice at basic level.But the practice tells us that the guide of the government often had no positive effect.Furthermore,it is easy to be transformed to formalism that do harm to the interests of peasants and mislead the development of rural economy sometimes.In a word,it is the inevitable result of the game process,in which various subjects compete for their interests through so called agricultural industrialization.
