| 摘 要： | 科技创新文化,就是以科技创新为核心价值观,尊重、支持、激励科技创新的人文生态环境.建设与发展科技创新文化的关键,在于明确并优化它的三大构成要素.首先,要优化科技创新的主体,培养和拥有大批高素质的创新型科技人才;其次,要遵循科技创新活动的客观规律,优化科技创新的组织管理;第三,树立以创新为荣的社会价值观,全面优化科技创新的人文社会环境.
