全方位改革，实现西部地区乡镇企业可持续发展

乡镇企业的发展差距是造成东、西部地区农村经济巨大差异的主要因素，为了实现西部地区乡镇企业的快速、健康发展，必须对西部地区农村社会经济系统进行全方位改革，为此本提出了改革地方行政体制、实行向个人适当倾斜的国民财富分配制度、建立多层次教育体系等八项措施。
