Labor-intensive enterprises are significant in solving the serious employment problem in China.At present these enterprises are going through external environment changes,which are intensifying international competition,the new stage of industrialization,the shortage of human capital accumulation related to the advanced technical structure,the change of the form of economic increase,the community responsibility becoming the hard restraint for enterprise development,and the lack of institution for ensuring from the rights and interest of private enterprises.
