我国经济运行中出现内需不足的关键在于消费需求的不足 ,而农村消费市场的萎缩是导致全社会消费需求不足的主要原因。导致农村居民消费需求不足的根本原因是农民收入增长速度的放慢。因此 ,要扩大消费需求 ,必须切实提高农民的收入水平。
