| 摘 要： | 处于转型期的中国,社会经济生活中深层次、结构性的矛盾日益突出,体制改革与制度创新被提上更高的议程。针对我国政府职能转变的成功经验与存在的问题,吸取国内外政府改革的合理因素,面对我们当前的政治、经济和社会发展新形势,进行中国政府职能的再定位,即构建服务型、调控型政府和有限的、民主的与法治的政府。

| Abstract: | Nowadays in China,deep and structured conflicts becomes more and more apparent in social and economic life. System reform and institution have been put at the first place. Concerning the successful experience and the existing problems of the conversion of our government, absorbing the advisable factors of the government innovation home and abroad ,facing the situation in the current politics, economy and the development of the society,we have to redefine our government obligation,that is to build a service,restricted,limited, democratic and constitutional government. |
