| 摘 要： | 圈子本无褒贬之分 ,但地勘单位的圈子就成了封闭保守等的同义词 ,成为约束地勘生产力发展的桎梏。中国冶勘“十五”后三年要实现经济跨越式发展 ,必须跳出地勘单位的圈子 ,迈开企业化经营的步子。本文从分析地勘单位现状入手 ,在事企对比中寻求差距 ,提出了从思维、体制、机制上跳出地勘单位圈子的措施和办法 ,并针对改革实践中出现的一些问题提出了具体建议。

| Abstract: | The paper argues that if geological prospecting units want to realize their full potential then they should seek to develop outside the circle of geological prospecting units and take on the methods of enterprise operation. The author analyses the current situation of geological prospecting units and finds weaknesses in them when compared to the institutions with enterprises. A key issue that is identified is the need to adapt to new thoughts, systems and mechanisms. Finally, the paper offers some specific proposals for addressing these issues. |
