| 摘 要： | 本文对垃圾焚烧产业的产品特征进行了深入的分析,认为:垃圾焚烧产业的基本功能是处理垃圾而不是发电;在存在公共区域和巨额监督成本的条件下,垃圾处理服务具有“非排他性”,因而应被纳入政府职能范围;成本性状和垃圾供给条件决定了垃圾焚烧产业具有“自然垄断”特征;我国推进垃圾焚烧产业发展的政策重点是建立合理的垃圾处理补贴的形成与支付制度。

| Abstract: | This paper analyses the product characteristics of garbage incineration industry.The basic function of garbage incineration industry is garbage disposal rather than producing power.Garbage disposal service is non-exclusive because there are public areas and large amount of monitor cost and so the government is responsible for it.Because of its cost feature and supply condition,garbage incineration industry is natural monopoly. The key policy to develop the industry in China is to construct rational garbage disposal price formation and payment institution. |
