景区转让中的利益整合与多中心治理——以凤凰城为例

转让经营权成为近年来我国一些景区体制改革过程中的一种制度创新模式。市场化运作使得地方政府及景区管理机构、景区经营企业、旅游地社区居民等景区直接利益主体间的利益格局有了新的契约，给景区资源保护也带来民新的制度安排。结合湘西凤凰城景区经营权转让的个案和我国景区经营权转让的行政生态环境，以治理理论为分析范式，从利益（治理）主体、协作机制、利益整合3个方面分析了湘西凤凰城的治理现状，进而阐述凤凰城景区多中心治理的路径选择。

On Benefit Conformity and Multi-central Governance in the Transfer of Scenic Areas

The transfer of the operational rights turns to become a pattern of institutional innovation in the course of the administration and management reform for some scenic areas. The marketability operation has brought new contract of benefit pattern to the stakeholders of these scenic areas, has also brought new system arrangement for the conservation of scenic resources. The article unifies the case of western Hunan Fenghuang and the administrative environment of the transfer of the operational rights, takes the theory of governance as the analysis model from the angels of the stakeholders, the cooperation mechanism and the benefit confotmity, we have analyzed the present governance situation of Fenghuang, then, elaborates the optimized way of multi-central governance of scenic areas.
