| 摘 要： | 2004年以来，连续四年的中央“一号文件”都对农业保险的发展提出了具体要求，但我国农业保险的发展状况并不如人意。笔者认为有必要借鉴市场经济发达国家农业保险运作的成熟经验，从加快立法、完善扶持政策、健全经营管理机制等方面入手，迅速、健康发展我国的农业保险事业，为建设社会主义新农村提供有力的支撑。

| Abstract: | For four successive years since 2004, our central government has always raised concrete requirements on agricultural insurance in Number One Paper, but the outcome is not satisfactory. With reference to that experience of developed countries, this paper proposes to quicken relevant legislation, perfect preferential policies and management mechanism to develop our agricultural insurance, and finally, to support the construction of neo-socialist countryside. |
