| 摘 要： | 现行的评标办法报价占主导地位,报价的评分比重占总的一半以上.现行的评标办法带有很浓厚的计划经济色彩,应当把评标重点转移到承包商的资质、信誉、业绩、技术标书的先进性、可行性等方面建议.对报价作二次、三次的评标和洽谈.
