Firstly, the paper analyzes the three forms of exploitation existing in the history and throw light on that the economic roots breeding exploitation are low production rate and the underproductive forces. On this base, we come to the conclusion that the basic cause in which exploitation exists during the socialist preliminary stage lies in low productive forces. Thus, Productive forces have become the only criterion to judge the achievements and errors of exploitation. The production level during the socialist preliminary stage decides the operating track of exploitation in the socialist system. Only when the productive forces are fully developed, can the phenomenon and act of exploitation be swept out thoroughly.
