| 摘 要： | 针对哈尔滨市林权抵押贷款的现状和林权抵押贷款机制的探索实践,剖析了哈尔滨市在林权抵押贷款方面存在的问题,提出要加大力度,尽快出台哈尔滨市林权抵押贷款管理办法;完善服务功能,加大信贷支持力度;完善配套政策,为林权抵押贷款提供有效保障和支持;建立林权抵押贷款贴息政策,创新评价机制和建立组织保障体系;建立林权抵押贷款的风险保障和补偿机制的工作建议。

| Abstract: | Practicing and exploring the present situation of Harbin city forest right mortgage loan and forest right mortgage loan mechanism,analyzed the existing problems of forest right mortgage loan in Harbin city,this paper proposed countermeasures and suggestions that increasing the strength,announcing management practices of forest right mortgage loan in Harbin city as soon as possible;to perfect the service function,to increase credit support;improving the supporting policies,to provide effective support and guarantee for forest right mortgage loan;establishing forest right mortgage loan interest policy,to innovate evaluation mechanism and building organization guarantee system;establishing the security risks and the compensation mechanism of forest right mortgage loan. |
