摘    要:国家天然林资源保护工程实施以来,林区凭借政策支持和自身努力,在生态建设和经济转型上取得了一系列成绩。然而,作为国家级限制开发区,林区在公益性事业运营经费、接替产业发展、生态移民、省内政策扶持等方面依然存在瓶颈,这些困难和问题仅靠林区自身难以解决,还需要国家和黑龙江省政府给予相应的支持。随着大兴安岭林区转型进入关键期,进一步推进林区生态文明建设,应结合区位特征和优势,完善生态功能区建设空间布局,发展生态农业、对俄合作区和生态旅游休闲区。

Abstract:Since the implementation of the National Natural Forest Protection Project,forest region made a series of achievements in the ecological construction and economic transformation with the policy support and their own efforts.However,as the national limited development zone,forest region remains the bottleneck on many fronts,such as the public welfare undertakings operating expenses,replace industry development,ecological migration and policy support.These difficulties and problems only by the forest itself is difficult to solve,also need the national and Heilongjiang provincial government to give the corresponding support.With the Greater Khingan Range forest region entered the critical period of transformation,to further promote the ecological civilization construction in forest region,it should be combined with regional characteristics and advantages,improve the construction of ecological functional area space layout,to development the ecological agriculture,to Russian cooperation areas and eco-tourism area.
