印度农业保险项目研究

本文系统研究印度农业保险项目的产生与发展。首先本文展示了印度农业保险项目的诞生过程。其次本文研究了印度实施的农业保险项目CCIS和NAIS的运行情况与存在问题,指出数据获得的滞后性、缺乏弹性的费率与运行机构的低效是造成印度农业保险项目运行不佳的主要原因。然后本文展示了印度试点的农作物收入保险FITS所具备的特点与优势,同时重点介绍了印度农业保险中的亮点降雨保险。最后作者对文章进行了总结,并针对中国实际提出了包括组建专一农业保险公司、采取地区性的农业保险项目、结合农村信贷开展农业保险、实施农作物收入保险与发展降雨保险在内的五点建议。

The Research of Indian Agriculture Insurance Project

In this paper, we study systematically the birth and development of the Indian agricultural insurance project. First of all, we show the birth process of Indian agriculture insurance project. Secondly this paper studies the operation and existing problems of the Indian agricultural insurance programs CCIS and NAIS. And points out that the data obtained stragglingly, the rate being lack of elasticity and the inefficient of implementing agencies are the main causes of poor performance of the CCIS and NAIS. Then this paper shows the characteristics and advantages of the Indi- an pilot crop income insurance FITS, at the same time focuses on the rainfall insurance of India agricultural insurance project. At the end of this paper, we summarize and put forward five proposals to China including forming a single agricultural insurance company, taking the regional agricultural insurance project, carrying out the agricultural insurance combined with the rural credit, adopting the crop income insurance and developing the rainfall insurance.
