基层集体林采伐管理存在的弊端与对策

通过分析当前基层集体林采伐管理中存在的林木采伐指标下达迟，伐区调查设计不规范，伐区采伐作业存在违法行为，加工企业非法收购木材，林业执法存在随意性的弊端，提出集体林权制度改革后，新形势下必须加强队伍建设，减少审批环节，加强伐区源头管理，严厉打击违法行为，林权档案实行动态管理的建议。

The Disadvantages and Countermeasures of Grassroots Collective Forest Harvesting Management

The topic of this issue is offering some proposals that formulating a high standard for our group, reducing the procedure for examination and approval, strengthening the management of the area of lumbering, fighting against those unlawful actions, and giving a flexible management towards forestal documents after the institution reform of the collective forestal rights, through analyzing those bad phenomena in today＇s basic forestal management including the lateness of those targets, the incapable design of lumbering survey, the unlawful action in the forest work, and the randomness during the process of enforcing the law.
