试论农村公共产品供给的价值基础

农业与工业等其他产业的性质不同,农业是农村公共产品供给的价值基础。如果没有这个基础,就会导致把农业推向市场让其自由发展的政策的制订。文章指出,农业公共性有其特殊特征,建立在这种特殊公共性基础上的农村公共财政与城市公共财政政策是有差别的。文章认为,探讨有效的农村公共产品的供给途径必须对农村公共产品及其公共性有一个正确的认识,才能走出现实中农村公共产品供给的困境。

The Value Basis of Rural Public Products Supply

Agriculture is different from other industries;it is the value basis of rural public products supply.This paper points out the public feature of agriculture,which means that there are differences existing in public financial policies between rural and urban.It is considered that we need to have a correct understanding on rural public products and its public feature,so as to establish an effective rural public products supply system and breakthrough the difficults in rural public products supply.
