公共行政建设的制度安排与道德化选择

宗教伦理及传统的个体德性伦理等方面的约束减弱和公共信仰危机的日益加深,公共行政伦理研究开始重视道德化的制度安排,其意义在于制定和运用具有人性化特征的制度来约束公共行政人员的行政行为。我国目前正处在社会转型期,其公共行政制度安排与道德建设任务还远未完成,基于此,认真区分公共行政制度道德与行政人员个体道德,正确处理公共行政制度的道德化与公共行政道德的制度化的关系,对于认识理解公共行政伦理的价值,敦促政府建立符合国情的公共行政道德规范体系,促进和谐社会的进步和发展都具有重要意义。

The Institutional Arrangement and Moralized Choice on Public Administration Construction

With the weakening of restrict in religious ethics and traditional personal virtue ethics and the deepening of public belief crisis increasingly,the research on public administration ethics began to focus on the institutional arrangement which meaning was to set down and exercise the institution with characteristic of humanity to restrict the administrative action of public administrator.At present,our country was in the period of transformation.The task of institutional arrangement and moral construction of public administration was not completed.Based on this,to distinguish seriously the public administration institution morality and the personal morality of administrator and to handle with the relation between the moralization of public administration institution and the institutionalization of public administration morality correctly had important significance to understand the value of public administration ethnics,to urge to establish the system of moral rule of public administration and to improve the progress and development of harmonious society.
