摘    要:加快培育和发展战略性新兴产业对推进中国经济发展方式转变和产业结构优化升级具有重要战略意义,同时也对相关的支持要素提出了较高的要求。其中,人力资本是战略性新兴产业最重要的生产要素。培养和吸收相关人才,优化升级人才结构,建立并不断调整引导、鼓励人才发挥作用的微观机制,从价值链重构、产业结构调整的视阈中来构建和实施人才战略,对提高战略性新兴产业增长效率和发展质量来说是非常重要的。

Abstract:It is of strategic importance to speed up the cultivation and development of the emerging strategic industries for promoting China’s economic development mode shift and industrial structure optimization and upgrading.Contemporarily,support elements are put forward higher requirements.Among them,human capital is the most important factor of production in strategic emerging industries.Thus, they are extremely important for improving the growth efficiency and the development quality of emerging strategic industries to train and attract related talents,to optimize and upgrade personnel structure,to establish and continuously adjust the micro-mechanism to guide and encourage talents to play a role,and to build and implement the talent strategy from the threshold of the value-chain-reconstruction and the industrial restructuring.
