论生活水准作为经济发展的衡量标准

经济发展和社会繁荣事实上已成为现代社会追求的普适价值，但经济发展可以有不同的内涵。本文认为，要正确地看待经济发展，将经济发展放到合适的位置上，必须坚持以人为本的经济发展，而放弃以财富增长为特征的经济发展。传统的GDP指标评价体系反映了以财富增长为特征的经济发展，会指挥人们走一条“高能耗、高污染、低效益”的不可持续的粗放的经济发展道路。要坚持以人为本的经济发展，衡量经济发展的标准就不应当是经济总量之类的东西，而应当是人民的生活水准。由此本文对多元的生活水准评价指标体系做了基础性的论证。

Economic Development and the Standard of Living

Economic development and prosperity has become a target pursued by all nations in modern times.Although there can be various kinds of economic development,this paper argues that we must insist on the one that takes human development into account and give up the one that is characterized as a growth of wealth.The traditional evaluation system of GDP reflects the economic development characterized as a growth of wealth,and will lead an unsustainable extensive economic development of "higher energy consumption,grave pollution,and lower efficiency".The test of economic development,therefore,should be the standard of living but not the sum of market value of performance such as GDP.Finally,this paper discusses in general the evaluation system of the standard of living.
