论"数字政府"的民主构建

公正与效率应该成为任何政府始终追求的目标。“数字政府”着重于现代社会背景下提高政府的效率，但它不能自我张显政府的公正价值。民主具有保障政府公正运行的能力。为了保证“数字政府”始终在公正的轨道上高效运行，必须对“数字政府”进行民主的制度建构，主要包括建构制衡、公开、责任、专家型的“数字政府”。

On the Democratic Establishment of Digital Government

Fairness and efficiency should be the goal of every government. Digital government puts great emphasis on the efficiency under the modern social background, but it can't demonstrate the fair value of government. Democracy has the ability to guarantee the fair running of government. Therefore, to guarantee the efficient operation of digital government in a fair way, democratic institution of digital government should be established, primarily including the construction of institutions, public, responsible and expert-type government.
