中国的三元社会结构与城乡一体化发展

城乡二元结构同时并存是发展中国家工业化过程中的必然现象，但随着经济的发展，二元结构之间的差距会缩小，并且逐步向着一体化的一元结构转型。然而，改革开放以来，我国的二元结构不但没有弱化，反而有强化的趋势，而且产生了以城市农民工为第三元的三元社会结构，从而对我国经济社会的稳定和健康发展带来不利影响。因此，现在是到了统筹城乡发展、促进结构转型和城乡协调一体化的时候了。而要实现结构的转型，最有现实可能，也是最关键的就是要通过实现国民待遇、降低城市化门槛等途径。首先解决第三元的结构转型问题。

Concurrence of binary structure of countryside- city is an inevitable phenomenon during the process of industrialization for developing countries. However, with the development of economy, the differentiation within binary structure will reduce, and gradually binary structure will shift towards the integration of monadic structure. Unfortunately, since the implementation of the policy of reform and opening, China's binary structure doesn't weaken, on the contrary shows the tendency of intensification. Besides, ternary social structure emerges with the increment of those persons whose identification is farmer but work in city as workers. And hence this brings disadvantage impact upon economic and social stabilization and healthy development. So it is the time to plan the development of countryside and city as a whole, accelerate structural transition and coordinate the integration of countryside and city. In order to fulfill the structural transition, the most realistic and most critical issue is to realize the ternary structure transition firstly by means of actualizing citizen treatment, eliminating the barrier of urbanization.
