| 摘 要： | 公共财政的缺位是我国农村社会养老保险进退雏谷尴尬局面的根源，而新型农村社会养老保险与“旧农保”的明显区别就在于财政的补位，亦即政府财政的强有力支持。2006年，福建省南平市延平区作为当时原劳动和社会保障部在全国范围内选择作为“新机制衣保”的八个县市之一，已在实践方面取得一定的成效，但从财政学角度来考量仍存在一些问题。据此，提出加大公共财政支持力度；拓宽资金筹集渠道，减少财政负担，创新基金管理动作模式等若干建议对策。

| Abstract: | Public finance＇s absence is the root of our country＇s rual social pension insurance being in the dilemma, the obvious difference between the new and the old rual social pension insurance is finance＇s supplement. Nanping＇s Yanping in Fujian, which is one of eight counties for original Ministry of Labor and Social Security chosen as ＂the new mechanism social pension insurance＂ in 2006 and has made certain progress in the practice. The article proposes for larger finance support, broader financing channel, innovative fund management mode etc. |
