| 摘 要： | 国际控烟运动成就之一是制定《烟草控制框架公约》。美国《家庭吸烟预防和烟草控制法》授权食品药品管理局对烟草制品的生产和销售实施监管。《家庭吸烟预防和烟草控制法》是美国烟草制品控制的一项重要措施。从总体上看,《家庭吸烟预防和烟草控制法》吸收了《烟草控制框架公约》基本内容。

| Abstract: | One of achievements of the international tobacco control movement was that the WHO Framework Convention on Tobacco Control（the WHO FCTC） was developed.Family Smoking Prevention and Tobacco Control Act gives the Food and Drug Administration powers to regulate the manufacture and marketing of tobacco products.Overall,Family Smoking Prevention and Tobacco Control Act,which is an important measure of tobacco control in USA,absorbed the basic kernel of the WHO FCTC. |
