| 摘 要： | 发达国家社会保障制度模式及改革措施为我国进一步完善现行的社会保障制度提供了借鉴。建立与我国经济发展水平相适应的社会保障体系，开征社会保险税，设立社会保障预算，加快立法建设是改革的必然选择。

| Abstract: | There's much in the framework and mechanism of social security system of developed countries that we can make use of. It is of reasonable choice to establish an integrated social security system that can be suited to the current economic development level. Major efforts should be focused in such aspects that lavying new social security tax, establishing a formal budget regime of social security, and improving the related legal condition. |
