建立更公平可持续社会保障制度必须解决的问题

建立更公平可持续的社会保障制度,是党的十八届三中全会通过的《决定》提出的战略目标和战略任务.更公平,就必须进一步扩大社会保障制度的覆盖面,着力解决制度的“碎片化”问题,同时要稳步提高最低生活保障和企业职工养老保险等社会保障待遇水平.可持续,意味着社会保障待遇水平的提高必须同经济发展水平、国家财力的支撑能力以及社会各方面的承受能力相适应,防止出现“泛福利化”;必须努力增加社会保障投入,同时确保基金保值增值.

The Problems Must be Addressed for the Fairer and More Sustainable Social Security System

Establishing the fairer and more sustainable social security system are the strategic objective and task of 《decision》 adopt- ed by the Third Plenary Session of the Twelfth Central Committee. For the fairer social security system, we must further extend its coverage , concentrate on the problem of system fragmentation. Meanwhile we must improve steadily the level of subsistence allowances and endowment insurance for workers. For the more sustainable social security system, we must a- dapt the improvement of social security benefits to countryg economy development level, the supportive capacity of country g finance, and the bearing capacity of the social aspects, in order to avoid universal welfare. Meanwhile we must be sure to increase investment in social security, preserve and increase the value of the National Social Security Fund.
