PPP模式是基础设施建设中引入社会资本、减轻财政负担的有效手段.全面应用与推广PPP模式,必须明确“利益共享和风险共担”两大核心要义,处理好政府与市场、短期与长期、传统与创新的关系,解决好传统模式下的资金不足、规划和项目遴选不善、管理低效、后期维护不足四大问题,关注候选项目识别、项目构建和评估、公私合作合同设计、公私合作交易、公私合作合同管理五大阶段以及做好成立政府管理机构、组织专家团队、搭建公共交易平台、组建SPV公司、建立PPP项目库、制定推进PPP的工作方案等六项重点工作.

Strategic Thinking on Application and Promotion of PPP Model

PPP model is an effective means of introducing social capital and reducing the financial burden in infrastructure construc- tion area. To comprehensively apply and promote PPP model, we must clear the two core essence of＂ benefit - sharing and risk -sharing＂ ; handle the relationship between government and market, short -term and long- term, tradition and innovation; solve the four problem under the traditional model including insufficient funding, poor planning and project selection, management ine~ciencies, inadequate post -maintenance; concern about the five stages about identifying candidate, building and evaluating projects , public - private partnership contract design , public - private partnership transactions , public -private partnership contract management; and do six priorities such as well -established govern- ment institutions, organizations team of experts , setting up a public trading platform , formation of SPV company , PPP project library establishment and developing promote the PPP program of work.
