| 摘 要： | 水污染状况越来越严重,事实上已形成巨大的水污染治理产业市场.水污染治理产业发展必须真正做到“市场起决定性作用”和“更好发挥政府作用”.造成水污染治理产业发展缓慢的巨大障碍之一是运营模式不合理、不科学.创新水污染治理产业运营模式已刻不容缓,“政府财政资金投入（水资源保护基金）和市场（企业）运营机制”的有机结合,是中国水污染治理产业发展的合理科学运营模式.加强水污染治理产业发展的政策、法律与技术研究,是一个非常现实的重要问题.

| Abstract: | As water pollution is getting worse and worse, it has formed a huge water pollution control market. Water pollution con- trol industry should truly play a decisive role in the market and better play the role of government. One of the greatest obstacles to slow water pollution control is caused by unreasonable and unscientific business model. Innovation is urgent to business model of water pollution control industry. It＇ s a reasonable and scientific model to combine government fi- nancial investment and market operating mechanism. It＇ s a real and important issue to strengthen the policy, legal and technical research of water pollution control. |
