| 摘 要： | 新世纪以来，江苏乡镇企业虽然发展速度迅猛，但增长质量并不理想，经济效益已明显表现出资本报酬递减现象。这对于劳动力严重过剩、人均资源匮乏、生态条件脆弱的江苏农村来说显然是不可持续。产权改造后，树立和落实科学发展观，根本转变经济增长方式，实现乡镇企业可持续发展迫在眉睫。
