| 摘 要： | 文章指出西部大开发是全国大开发、大开放结合互动中的大开发，是对外开放、对外开放结合中的大开发，是“引进来”与“走出去”结合中的大开发；西部地区应选准目标市场和经济技术合作方面，通过境外市场拉动，为西部地区经济社会发展广辟资源，如资金、人才、技术等。
