| 摘 要： | 本文首先分析了碳税、一般排放权交易体系、复合排放权交易体系、补贴、政府规制这五种二氧化碳减排政策工具各自的特点,然后对其作用的范围、借助市场力量的方式、减排成本的确定性和可预测性、管理成本的大小、对收入分配的影响以及政治上的可接受性作了对比分析.在此基础上,文章提出了二氧化碳减排措施的优化选择及实施战略:近期应以排放权交易体系为主,逐步过渡到以碳税为主体的减排政策体系.
