| 摘 要： | 邓小平从国家战略的高度审视教育发展,教育质量思想是其教育思想的核心组成部分,他认为教育质量的生成基础是教学活动,起关键作用的是教师,管理既可以提高质量,也可以提高效率。邓小平同志教育质量思想的行政实践是从改革入手,加强教育基本建设,改善办学条件,倡导尊师重教,并通过教育立法保障教育发展。
