| 摘 要： | 文章以世界主要国家和地区的社会保障政策、法规、文件为研究样本,通过统计分析揭示了社会保障政策从被动到积极、从单一到全面的演化规律以及其在发展过程中表现的高度的经济适应性、针对性、阶段性、连续性等特征。认识这些演变特征对我国社会保障政策的制定具有一定的借鉴意义。最后,文章还对老龄化、失业与就业政策、社会保障政策调整与评价、对弱势群体的保障等社会保障政策的前沿问题进行了探索。
