| 摘 要： | 本文根据科技发展第十二个五年规划编制的要求,引入战略评价的概念,通过建立城市科技发展规划战略评价的指标体系和评价模型,就科技发展五年规划实施的后评估进行了定量研究,并应用这一方法,以青岛市为案例,从科技产出、科技创新能力、科技支撑引领和高新技术产业等方面对青岛市＂十一五＂科技发展规划的执行情况进行了实证评价,并对青岛＂十二五＂科技发展规划的研究制定和实施提出了若干建议。
