重化工业城市的循环经济发展途径探讨

重化工业在金融危机后的经济复苏中发挥相当大的作用,但重化工业城市的环境污染和资源约束等问题也显现出来。文章根据重化工业城市对循环经济的现实需要,研究了规划重化工业城市循环经济系统的基础准备问题,从循环经济的体制和机制、政策法规、示范企业、生态道德观念、环境信息平台、绿色物流、绿色技术支撑体系、生态补偿机制等多视角探讨重化工业城市发展循环经济的途径,实现整个社会的可持续发展。

The Research on How to Develop Circular Economy of Heavy and Chemical Industrial Cities

Heavy and chemical industries have played a major role in the economic recovery from the financial crisis, however such issues as environmental pollution and resources constraint appeared in the cities where heavy and chemical industries are central.In this article according to these cities＇ practical need to circular economy,the author studied regional environmental project,systematic developing trend,ecological environment and social and economic benefits.The author explored how to develop circular economy of these cities to realize sustainable development of the whole society from many perspectives such as the system and mechanism of circular economy, policies and regulations, model enterprises, eco-moral value, environmental information platform, green logistics, green technology supporting system, ecological compensation mechanism and so on.
