失地农民社会保障问题研究

本文以城镇化为背景,研究土地流转和征用对失地农民带来的影响,发现失地农民权益补偿过程中的不合理因素,深究失地农民利益受损的制度根源,探索保障失地农民利益的可行化道路,完善失地农民社会保障体系,加快城市社会保障体系与农村社会保障体系的融合,使农民真正平等地享受到养老、医疗、工伤、失业等城市工人所享受到的社会保障内容,使社会政策的设计符合社会公平原则,使城镇化过程与农民的利益不再冲突,让农民充分享受到城镇化与工业化带来的效益成果。

Losted land farmer security guaranteed problem research

This article takes urbanization as the background and studies the effects of land circulation and requisition on expropriated farmers to discover the unreasonable factors during the rights and interests compensation process and get to the bottom of the system root that damages the interests of expropriated farmers.The aim is to explore the possible way that protects the expropriated farmers’ benefits,perfect the expropriated farmers’ social security system and accelerate the integration of urban social security system and rural social security system,thus farmers can really enjoy the endowment insurance,medical insurance,unemployment insurance and industrial injury insurance of city workers equally.Only in this way can we make social policy design conforms to the principle of social justice and eliminate the conflict between farmers’ interests and urbanization process to allow farmers to fully enjoy the fruits of the benefits of urbanization and industrialization.
