碳关税与我国出口贸易政策选择

我国出口贸易特征表现为加工贸易的低端化和高碳化、出口产品的中低端化和高碳化、以工业制成品为主的出口产品分布集中化和高碳化、贸易伙伴分布集中化。碳关税的实施将导致我国高碳企业出口产品成本大幅提高、制造业出口额不同程度的下降、商品出口结构和贸易方式的改变、出口贸易环境的日趋紧张。我国应积极参加与碳关税有关的国际多边谈判以制定互利共赢的新规则;广泛开展低碳技术方面的国际合作,推动低碳技术引进和自主创新;加快产业转型升级步伐以改善我国出口商品和服务的结构;积极寻求更加多元化的贸易伙伴以有效改善我国出口贸易环境。

Carbon Tariff and the Choice of Policies on China' s Export Trade

The characteristics of China＇s export trade are shown as follow： processing trade is in the lower level,export products are in the lower or medium level,the distribution of goods export products in which the manufactured goods are main products is more highly centralized,our trading partner is highly centralized.The implementation of the carbon tariff will lead to the following phenomena： significant increasing of the cost of export products which the ＂high carbon＂ enterprises have produced,the drop of export volume of China＇s manufacturing business to varying degrees,a change of China＇s commodity export structure and trade ways,and increasingly nervous export trade environment for China.We should actively participate in relevant international multilateral negotiations on carbon tariff in order to develop a mutually beneficial and win-win new rule,develop an international cooperation in low-carbon technology widely in order to promote the import of low-carbon technology and its independent innovation,speed up industrial transformation and upgrading in order to improve the structure of China＇s exporting commodities and service,actively seek more diversified trading partners in order to improve China＇ s export trade environment.
