区际产业转移的要素变化与现实表征

通过对2000～2010年我国各省(区、市)主要工业产品产量面板数据的研究,揭示我国西部、东北、中部、东部四大地区区际产业转移的一些基本规律。研究表明,我国四大地区产业转移表现为除东北地区单向转出外,其余地区均为相互转移,汽车、纺织、电子、钢铁产业向东部转入,能源、化工及资源型产业从东部转出;化工、家电、饮料向中部地区转入,纺织、能源、电子产业从中部转出;化工、能源、建材及资源类产业向西部转入,纺织、家电、钢铁产业从西部转出。从净流量来看,表现为其他地区向西部转移。这些规律并不完全遵循经典国际产业转移理论,而且在产业转移中还存在"污染避难所"效应,建议从国家层面对产业转移进行统筹管理。

Elements Change and Practical Feature of Industrial Regional Transfer

Through researching on the panel data of major industrial products’ output of each province from 2000 to 2010 in China,the author reveals some regulations of intersectional industrial transfer among the Chinese four regions.The results show that mutual transfer is an important characteristic for intersectional industrial shift in China except northeast region,such as the automobile industry,textile industry,electronic industry and steel industry have transferred into eastern region,but energy industry and chemical industry have withdrawn from it and so on.Chemical industry,household electrical appliances,beverage have transferred into the middle regions while textile,energy,electronic industries have transferred out;chemical,energy,building materials,and other resources industries have transferred into the west,while textile household electrical appliances and steel industries have transferred out of the west.In addition,they also show that the industries have transferred to western region according to the net flow.Based on these laws,the intersectional industrial shift in China does not follow the classical international theory and there is a pollution haven effect yet,thus suggest that industrial transfer management should be implemented in national level.
