| 摘 要： | 目前我国解决城镇中低收入人群住房保障方式在实践中还存在一些问题,进一步探索以和谐思想为指导,合理构建我国城镇住宅体系,是解决我国中低收入人群居住问题的有效途径。以市场化途径为主,以政府主导的非商品房途径为辅的实现方式,需要政府采取相应的配套政策和措施。

| Abstract: | The paper makes an in-depth discussion on the effective approaches to the basic housing problem of domestic low & moderate income groups(DIMIG for short).It analyzes the present means to ensure the basic housing right of DIMIG and the existing problems resulted from the means.Furthermore,it introduces the approach of relying on the full play of market-orient mechanism and assisted by the government guide via the supply of non-commercial housing,and the suggestions on supporting policies and measures the government should take into consideration. |
