发展的悖论

在可持续发展这一大目标下,我们的思维方式、发展体制和对策措施等方面,存在着许多不利于可持续的东西,许多做法与可持续的目标背道而驰。具体讲,我们一面主张可持续发展理念,一面又顽强坚守着"最大化"思维,存在着理念上的悖论。在竞争机制下,即使认识到了"最大化"对可持续的伤害,人们还是会照样继续"最大化"的行为,为资源短缺火上浇油,这是体制的悖论。调控上,透支未来需求,解救当前危机,不透支不足以解决问题,透支过多又恶化了未来宏观经济;理论上消费是生产的目的,但实际上消费被"工具化",消费反倒成了生产的手段,这是政策的悖论。
