Considerations Based on the Empirical: the Concept,Motivation and Essence of Public-Private Partnerships

The privatization of municipal public utilities has become the mainstream of global privatization reform.The distinctive practice in various countries proves that a new conceptual model,called vividly Public-Private Partnerships,has been being in the ascendant.It means that the public sector and the private sector jointly participate in the production and supplication of municipal public goods and services.The failure of traditional regulation model is the fundamental motivation of PPP,which reflects wisdom and courage of western countries on deep reflection and bold innovation of the traditional operation and supervision model.PPP is not a simple property right reform but is a set of integrated system,which is supported by government regulatory responsibility and is sustained by benign interactivity between competition mechanism and government regulation.The considerations based on the empirical have an important enlightenment for innovation of government regulation and promotion of PPP.
