劳动力转移的出路

摘    要:国有企业改革最大的难点是劳动力的转移,而要突破这一难关,有几个带有根本性的问题必须解决。首先是建立一种体制,一种让人自己去谋生的体制,彻底打破就业由政府一包到底的传统体制;其次是要培养能创造就业机会的人。政府在就业方面要作出诸多努力,但最突出的还是培养出一批人,这是一批能创造就业岗位的人,有了这些人,就会产生就业机会;再次是社会、政府要承担起自己的责任,这就是职工失业后,不是留在企业,而是由社会、政府管理起来,这就需要建立社会保障体系;最后是要想转移劳动力,就必须筹集转移资本。

Abstract:The most difficult problem in SOE reform is the transition of labors,the breakthrough of this difficulty depends on the solution of several problems.one is to establish a system that makes the laborers to find jobs for themselves and do not depend totally on the government;secondly,there should be some one that could create employment opportunities.The government has done a lot to raise the employment rate,but the prominent issue is to create a group of persons that can create job opportunities;thirdly,the society,and government should take the responsibility,that means,after workers lose their jobs,they should not remain in the enterprise,but should be under umbrella of social security system;fourthly,the transition of labors needs the collection of transition capitals.
