| 摘 要： | 文章阐述了海外石油投资的重要战略意义、现状、特点和已取得的显著效果,分析了中国石油海外投资存在的主要问题,并针对存在的主要问题,建议确立海外石油投资发展的总体战略;制定海外石油投资保险政策;建立海外石油勘探开发基金和进一步改革海外投资管理体制。

| Abstract: | The paper expounds the important significance,present situation,characteristics and achieved remarkable success of China overseas petroleum investment and analyzes existed problems in this field.In the light of these problems,the authors put forward the next proposals: work out the general strategy of overseas petroleum investment;formulate insurance policies of overseas petroleum investment;establish the funds of overseas petroleum exploration and exploitation and improve management system of overseas investment. |
