| 摘 要： | 基于河南省2007—2016年各地级市的面板数据,首先运用规模报酬可变的DEA模型和Malmquist指数模型分别从静态和动态的角度测度环境效率,然后构建Tobit回归模型探究影响环境效率的因素。结果表明,河南省环境效率整体处于较高水平,技术效率略有降低,投入要素的配置趋于合理;环境效率在动态变化上呈下降趋势,其中技术进步对河南省环境效率的影响较为关键;河南省产业结构具有较大调整空间,第二产业所占比重对河南省环境效率的影响最大。

| Abstract: | Based on the panel data of different cities in Henan Province from 2007 to 2016,the DEA model with variable returns to scale and Malmquist index model are used to measure environmental efficiency from the static and dynamic perspectives respectively,and then Tobit regression model is built to explore the factors affecting environmental efficiency.The results show that the overall environmental efficiency of Henan Province is at a high level,the technical efficiency is slightly reduced,and the allocation of input factors tends to be reasonable;the environmental efficiency is in a downward trend in dynamic changes,in which the impact of technological progress on the environmental efficiency of Henan Province is more critical;the industrial structure of Henan Province has a large adjustment space,and the proportion of the secondary industry has the greatest impact on the environmental efficiency. |
