| 摘 要： | 探讨药品招标采购中的"二次议价"问题及解决对策,为规范药品采购机制提出政策建议。"二次议价"的主要根源在于量价不挂钩,带量采购能够有效遏制"二次议价"以及由"二次议价"引发的药品回扣和药品购销暗箱操作等痼疾。
