新加坡城市交通与土地的综合发展模式

摘    要:我国在经济快速持续发展的同时也面临着交通拥挤、资金不足、环境污染和住房短缺等问题,为此必须借鉴国际先进经验。新加坡的经验主要是采用环状加卫星新城的总体规划,通过大容量快速交通系统进行连接;70%的土地由政府进行开发,政府的安居房解决了85%的人口居住问题;轨道交通系统由政府投资建设,民营部门营运管理,是世界上少数能够盈利的地铁系统之一;采取了一系列限制小汽车拥有和使用的政策,促进公共交通的发展,也保证了城市交通的建设资金。

Abstract:While experiencing a rapid and sustainable economicaldevelopment, China is also facing the problems such as traffic jam, lack ofcapital, environmental pollution and shortage of housing, etc. It is thusnecessary to refer to foreign advanced experiences. In Singapore, theexperiences can be summarized as follows: it adopts an overall planning incircle shape with new satellite cities linked by MRT traffic systems; 70% ofland is exploited by the government and the government provides the welfarehousing for up to 85% of the population; the MRT system is invested bygovernment and ran by private company, it is one of a few MRT systems in theworld that operate with profits; some policies are adopted to constrain thepossession and utilization of cars so as to promote the development of publictraffic as well as to ensure the construction capital for urban traffic.
