社会治理能力现代化测度设计与区域特征分析——基于陕西省社会治理进展的评价与分析

社会治理能力现代化是国家治理能力现代化的重要组成部分，促进社会治理能力现代化是解决各种社会问题、实现区域国家治理现代化的必然要求。通过梳理相关理论文献，构建社会治理能力现代化的统计测度理论基础，形成社会协同参与能力、法制保障执行能力、资源合理配置能力、社会服务提升能力和科技创新支撑能力5个观测维度，以及12个测度子维度，形成社会治理能力现代化测度的理论框架。依此构建陕西省社会治理能力现代化测度指标体系，以及设计基于Critic法和熵权法的TOPSIS(逼近理想解排序)模型的区域社会治理能力现代化发展指数和区域差异性测度工具。对陕西省社会治理能力现代化水平进行测量和区域特征分析。结果表明：陕西省社会治理能力现代化水平逐年提高，资源合理配置能力最为重要，其次是社会服务提升能力；陕西省各地区区域间社会治理能力呈现“中间高、两端低”的特点。最后针对陕西省社会治理能力现代化态势提出相关建议。

Measurement Design and Regional Characteristics Analysis of the Modernization of Social Governance Capacity:Based on the Evaluation and Analysis of the Progress of Social Governance in Shaanxi Province

The modernization of social governance capacity is an important part of the modernization of national governance capacity, and promoting the modernization of social governance capacity is an inevitable requirement for solving various social problems and realizing the modernization of regional national governance. By combing the relevant theoretical literature, the theoretical basis of statistical measurement of social governance capacity modernization is constructed, and five observation dimensions are formed, including social collaborative participation, legal guarantee implementation ability, rational allocation of resources, social service improvement ability and scientific and technological innovation support ability, as well as 12 sub-dimensions of the lower level, forming a theoretical framework for the modernization measurement of social governance capacity. Based on this, the index system of social governance capacity modernization measurement in Shaanxi Province was constructed, and the regional social governance capacity modernization development index and regional difference measurement tool based on the TOPSIS(technique for order preference by similarity to ideal solution) model based on the Critic method and the entropy weight method were designed. The results show that the modernization level of social governance capacity in Shaanxi Province has been improving year by year, and the ability to rationally allocate resources is the most important, followed by the ability to improve social services. The inter-regional social governance capacity in various regions of Shaanxi Province is characterized by "high in the middle and low at both ends". Finally, some suggestions are put forward for the modernization of social governance capacity in Shaanxi Province.
