| 摘 要： | 从污染行业和清洁行业分解视角研究环境管制对产业结构调整的影响机制,基于动态面板系统GMM估计和反事实分析的结果表明:(1)产业结构调整表现为清洁行业结构不断优化、污染行业结构不断偏离,产业结构调整主要来自清洁行业的贡献。(2)环境管制与清洁行业结构调整之间呈现倒N型关系,而与污染行业结构调整之间呈现N型关系,即环境管制对污染行业和清洁行业存在差异性影响。(3)反事实分析表明,如果分别对清洁行业和污染行业保持最优的环境管制强度(N型曲线的极小值点),产业结构合理化改善程度将提高27.2%。

| Abstract: | This paper analyzes the impact mechanism of environmental regulation and industrial structure adjustment based on the perspective of decomposition between polluted and clean industries.Empirical results based on dynamic panel data system GMM and counter-factual analysis methods indicate that:(1)The industrial structure adjustment show that the clean industry is optimizing and polluted industry is deviating,and industrial structure adjustment is mainly contributed by clean industries.(2)The relationship between environmental regulation and clean industry is inverse-N type.The relationship between environmental regulation and polluted industry is N type.Therefore results imply that the heterogeneity effect of environmental regulation on the industrial structure adjustment.(3)The counter-factual analysis indicates that the rationalization of industrial structure would increase 27.2%if we take optimizing environmental regulation on clean and polluted industry respectively. |
