森林碳汇社区参与功能及其影响因素分析

摘    要:以诺华川西南林业碳汇、社区和生物多样性造林再造林项目为案例,利用熵值法和固定效应模型对社区的目标功能和影响因素进行实证分析。研究表明:碳汇项目实施后,目标社区的总功能水平得到明显提升,其中项目维护功能变化最为明显;气温、日照时数等因素会极大地影响社区功能作用的发挥。社区成员、自然资源、基础设施以及成员之间共有的价值认同是社区功能实现的前提;在当前碳交易市场背景下,受到采伐限额制度、林权改革等规则影响,通过社区发动、组织等方式,将分散的农户集中起来,依托于政府参与碳汇交易,更有利于森林碳汇项目发挥作用,同时在社区选择上,应优先考虑在立地条件上更符合、社会资本更丰富的社区。

Abstract:This paper takes the forest carbon sink,community and biodiversity afforestation and reforestation project in southwestern Novartis Sichuan as an example to use the entropy method and fixed effect model to analyze the target function and influencing factors of the community.The research shows that after the implementation of forest carbon sink project,the total function level of target community has been significantly improved,among which the change of project maintenance function is the most obvious;factors such as temperature,sunshine hours will greatly affect the function of community.Community members,natural resources,infrastructure and shared value identity among members are prerequisites for the realization of community functions;in the context of the current carbon trading market,affected by rules such as logging quota system and forest rights reform,decentralized farmers can be centralized through community mobilization and organization,and relying on government participation in carbon sink trading,which is more conducive to forestry.Forest carbon sequestration projects play a role,and in community selection,priority should be given to communities with better site conditions and richer social capital.
