| 摘 要： | 农民是建设新农村的主体,向农民赋权是建设新农村的必然要求。向农民赋权主要包括赋予他们关系权、要素权和发展权。赋权的实现机制是建立善治的农村基层组织,在微观和宏观的层面明确建设新农村向农民赋权的政策取向,切实解决农民的切身利益。
